It seems Draconian at first, until you get to the bottom of the article, when you realize that this is made it so cops can give you a warning or a fine if they catch you in the act, instead of having no choice but to charge you with indecent exposure.
But in regards to the exemption for those with a "verified medical condition" -- does that mean in SF, they'll be assigning ID cards that allow you to shit on the sidewalk? "Excuse me, son, do you have a permit to shit there?"
