Public urination is a tricky deal. Of course you want to prevent people from whipping it out in public or whizzing in a telephone booth, but how do you make laws that prevent such behavior but allow for thoughtful and stealthy outdoor whizzing. I guess it boils down to not getting caught. Dumping it public is harder to pull off and tends to leave more evidence.
