hmmmm okay innovative but the problem here is most kids learn at their own speed anyway. Its one thing if the parents are lazy and just keep putting it off. Then I can definitely see the benefit to it. And of course the recycling issue is also good. But I think that kid is just gonna make up his/her mind when it is they want to use the hopper full time. I would have to say NO to the tax for that reason.
